Confined Space

Confined spaces pose dangers because they are usually not designed to be areas where people work. Confined spaces often have poor ventilation, allowing hazardous atmospheres to develop, especially if the space is small.

Plant Risk Assessment

The Plant Risk Assessment (PRA) is a tool used to determine any hazard s associated with any item of plant and machinery and establish safety control measures (preventative measures) to prevent harm to life, health, property.

Property Risk and Compliance

At Ozmate, we conduct Property Risk Assessments (PRAs) to help businesses, property owners, and property managers identify and understand the hazards and risks associated with their operations. Our assessments provide practical recommendations and viable control measures to manage risks effectively while driving continuous improvement. PRAs also support property owners and managers in meeting their due diligence and compliance obligations with confidence.

Property Risk Assessment (PRA) – Our Approach

Our Property Risk Assessments (PRAs) follow a structured stage process to ensure risks are identified, assessed, and effectively managed:

  • Desktop Review – analysis of relevant documentation
  • Onsite inspection/ walkthrough - physical review of property conditions
  • Safety Map/ Gap Analysis – evaluation of the existing management system
  • Detailed Reporting – development of a comprehensive property risk report with recommendations
Areas of Focus

During PRAs, Ozmate conducts a thorough review of key risk areas, including:

  • Roof access and working at heights
  • Plant rooms and equipment safety
  • Emergency management systems (e.g., fire pump rooms)
  • Emergency access and egress routes
  • Chemical storage areas
  • Waste storage areas
Audit Elements Covered

Our property risk audits assess compliance and risks across critical safety and environmental elements such as:

  • Confined Spaces
  • Fall prevention systems
  • Fire Safety and Emergency Management
  • Contractor Management
  • Hazardous Chemicals (Dangerous Good and Hazardous Substances)
  • Traffic Management
  • Public Liability exposures
  • Indoor air quality, noise and lighting
  • Radio frequency radiation (RFR)

Confined Space:

Confined spaces pose serious risks because they are not designed for regular occupancy and often have poor ventilation, increasing the likelihood of hazardous atmospheres developing. The dangers are not always obvious and can change with each entry. Risks include:

  • Exposure to airborne contaminants
  • Fire or explosion from flammable vapours or gases
  • difficulty rescuing and treating an injured or unconscious person
  • Oxygen deficiency or engulfment in free-flowing materials (e.g., sand, water, grain)
  • falls from a height
  • Environmental hazards (heat, cold, poor lighting)
  • Difficulty in rescue operations
  • Manual handling injuries

What is confined space?

A confined space is an enclosed or partially enclosed area that:

  • Is not designed or intended for human occupancy
  • Is at normal atmospheric pressure when entered

Poses risks to health and safety due to:

  • Unsafe oxygen levels
  • Airborne contaminants, gases, vapours, or dusts
  • Potential for engulfment

Entry into a confined space is defined as when a person’s head or upper body crosses into the boundary of the space.

Our Services

At Ozmate, we provide a complete range of confined space compliance services to help organisations meet legislative and code of practice requirements, including:

  • Confined Space Identification
  • Confined Space Risk Assessments

Plant Risk Assessment;

A Plant Risk Assessment is a critical tool for identifying hazards associated with plant and machinery and establishing effective safety control measures to protect people, property, and the environment. Under the WHS Act, multiple duty holders share responsibilities in managing plant risks, including:

  • PCBUs (Persons Conducting a Business or Undertaking) managing or controlling plant and equipment
  • Designers, manufacturers, importers, and suppliers of plant and structures
  • Officers, workers, and other persons in the workplace, who must also take reasonable care for their own safety
Our 3-Step Process

At Ozmate, we assist site owners and managers to control plant-related risks through:

  • Identification & Assessment – document significant risks linked to nominated plant items
  • Review of Existing Controls – evaluate current safety measures in place
  • Recommendations – provide additional or improved control measures to eliminate or minimise risks
Standards & Compliance

Our Plant Risk Assessments are based on Australian WHS Legislation, Codes of Practice, and relevant Australian and International Standards, including:

  • AS 4024.1–2019 Series – Safety of Machinery
  • AS 1657:2018 – Fixed Platforms, Walkways, Stairways, and Ladders
  • AS 3760:2010 – In-service Safety Inspection and Testing of Electrical Equipment
